I don't see why the number of application will go down in the coming year if this is related to reduction of funding in the US + AI assisted grant drafting. This is going to be a long lasting pb so I would expect this to be maintained for some years...
Not mentioning subconscious bias and how this could influence the profile of people allowing themself to apply (this will surely influence the social metrics of who is applying)
I understand the rational of the problem of handling more applications, but this very harsh 2 year ban will surely amplify bias of self inhibition for applying and reinforce existing bias regarding application profiles... I am sure there are other ways...

I saw that many time as reviewer and systematically inform the editor (even if I get to see the other reports after editorial decisions is sent). IMO people doing this should just be banned from reviewing considering all the harms it can do to authors
