My (perhaps erroneous) impression is that you support this measure because research has shown that increased helmet usage will reduce cycling related TBI on a population level (if so, fair)?
The goal of this proposed legislation might be admirable but it has to be evaluated in terms of it's actual outcomes which research, experience and logic suggest will be small but primarily counterproductive.
More people pushed towards driving makes the roads more dangerous for those who continue to cycle. It means more car crashes, more asthma and lung cancer due to brake and tyre particulates, and exhaust fumes, more strokes and heart attacks due to less active lifestyles. More death, injury, illness
Experience has shown repeatedly that such regulations disincentives cycling and in turn leads to more driving. Cycling is not zero risk but still relatively low risk (and no research suggests mandatory hi-viz would mitigate those risks).
