It had worked well for me in the past, but this time it was very weird. I agree with you! If the review form was designed to treat it as a revision and embrace the continuity of the assessment it would help with this problem. Wonder how we could bring this to the attention of the ARR chairs.

Yeah, I was wondering if it could be that. I think the quality of our papers (and def. the ones in my AC batch) varied considerably in quality, yet score distributions were way too uniform. Maybe with the rubric requiring explicit recommendations, reviewers are less likely to take a stance?

This ARR cycle, we resubmitted 4 papers addressing (meta)reviewer feedback. They all got lower scores than they had before (requesting same reviewers), and all had the exact same borderline scores (~2.5). All papers in my AC batch (about 16) also have the same borderline scores. It looks very odd.
