The UN Framework Convention on International Tax Cooperation (UN FCITC), currently under negotiation, is a historic opportunity to correct that.

The rules of the international tax system have long been stacked against developing countries, biased toward residence over source, nexus rules based on physical presence, and a lack of a universal intergovernmental legal framework, until now.

The South Centre 's Anne Wanyagathi joined the IMF Civil Society Policy Forum panel "Making IMF Tax Policy Work for People" alongside Human Rights Watch, Oxfam, the Tax Justice Network, the International Trade Union Confederation and the IMF, during the IMF Spring Meetings 2026.
