The cost/benefit just isn't there. Using the "included" version if Copilot is fine for 80% or more of use cases. You just can't have it natively access desktop apps or Windows Copilot (which we disable anyway).

I'm not shocked that MS will likely never make a profit on the platform.

My large, multinational employer has been running a trial of the paid M365 Copilot (not to be confused with standard Copilot) for the last two years. It's $30/month/user on top of our existing E3/E5 licenses ($30/mo/user). The trial size is still capped at 300 for an org w 30k users.
