The 2006 event (and following ones made to shame him as penance) made Iron Man the most hated man in comics; the films were digging him out of a massive PR hole comics put him through just a few months before.

I think there’s been enough concrete evidence that yes, Marvel was trying to make The Inhumans more popular than the X-Men and diminish the X-Men brand until they gained the film rights. Just like right now we’re in a multi-year holding pattern until an eventual MCU-aligned relaunch.

It helps that for Clayface it was just a good script that Gunn said "yeah, let's make that." Rather than trying to make a cinematic universe out of villains and then making them all heroes, and having no clue what to do with any of them, either as movies or a connected franchise.

If they're cackling mad scientist villains, why not just do an old 50s-60s sci-fi mad scientist-style movie with them, but in a big-budget form? I can see it working with the right crew.

It didn't happen from the jump, but Batman villains have developed these larger, almost operatic tragic stories around themselves that can hold up without Batman. Spider-Man villains are a lot of fun, but still mostly cackling mad scientists in it for the love of the game.
