Amanda Mead and I have just published a paper in Behaviour documenting infanticide in the Black-legged kittiwake (Rissa tridactyla). This is a species more commonly known for siblicide. We noted two forms of infanticide and discussed possible hypotheses for them:

That sounds about right. But I think the process should run to its full extent. So refusals should be made and defended etc. And I think tax is for such processes so the argument that they are defending the tax payer by letting things slide and avoiding the full process is an error.
So how should we think about second guessing appeals processes and using that to influence the initial decision?
