If the jobs are on USAJobs, they're likely Federal employment under an NTE (Not to Exceed [some term]) appointment, rather than working for a contractor. That's become common in government for many technology jobs; 18F, the disbanded digital transformation office in GSA, often used 5-year NTEs.
