Not public. In recent years it has been between $7-15 million annually. Hard to measure because there aren't many requirements on how they identify or track what they do with it. Metro Finance doesn't seem to really ask that of them, or maybe any department (tho no dept gets slush funds like MNPD).

What's happening
Xinachtli (Alvaro Hernandez) is a 73 year old Chicano revolutionary organizer who has survived 23 years of solitary confinement under the Texas carceral system.
Today, his health has collapsed under the weight of state violence: rapid weight loss, multiple falls, severe mobility issues, and increasing difficulty breathing. He is being held in the McConnell Unit infirmary under so-called palliative care, yet denied real medical treatment, denied diagnosis, and denied access to his own medical records.

During his time in the infirmary, prison staff threw away his belongings, "lost" his commissary card, and have intentionally given him incorrect forms to obstruct medical visitations and access to care. Xinachtli is hungry, isolated, and his health is rapidly declining. the state has made it clear that they intend to let him die.

We DEMAND:
1. Immediate re-instatement of his access to commissary so he can obtain food, hygiene supplies, and other critical items necessary for survival.
2. immediate transfer to the TDCJ hospital in Galveston for a comprehensive medical evaluation and treatment, with complete access to his medical records and full transparency regarding all procedure. 
3. Transfer to an ADA-accessible geriatric and medical unit, with Xinachtli requesting placement at the Richard P. LeBlanc Unit in Beaumont, Texas.
4. Approval of Medical Recommended Intensive Supervision (MRIS) in recognition of the severity and progression of his medical condition, ensuring he can receive appropriate care outside of TDCJ's abusive environment.
