Of course it should be delivered everywhere. Why not consider central distribution points? Maybe 1 per county. The rural residents can then travel to retrieve their mail. A win-win: lowers the unfair subsidy cities have to provide & maintains access for those that choose a high cost of service home.

The entire pricing structure needs to be re-examined. The cost of delivery in urban vs suburban vs rural is not sustainable. There should be a 20x surcharge for rural and 10x for suburban. The inefficiency of distributed mailboxes is subsidized by majority of Americans that live in urban areas.
