Derfor må det også starte hos politikerne selv.
Jeg er enig. Men systemet udvikles jo af en privat leverandør, som åbenbart ikke evner at udvikle simple løsninger. Så udfordringerne bliver ikke nødvendigvis mindre af at outsource mere. Det starter ved politikere som må lovgive mindre.
Mere komplekst end det.
Politkere regulerer meget på enkeltsager + mange ministre, som skal profileres hver for sig => flere regler + behov for flere jurister
Faglighed flyttet fra ministerier til rådgivere + forskningsbaseret myndighedsbetjening svækket => for lidt viden om det, der reguleres.
Det er en udbredt politisk ambition at forenkle regler og gøre op med bureaukratiet i det offentlige. Selvom mange støtter forenkling, er det svært i praksis, når mange regler er indført for at sikre kontrol, retssikkerhed eller politiske mål. Hvordan sikrer vi, at det ikke bare bliver ord - igen?

Here is the 36-month running mean for CO2 growth.
1) Compute the running mean level of atmospheric CO2 over 36-months.
2) For any given date's 36-month running mean of CO2, subtract the running mean from 36 months earlier and plot that point.
3) Freak out that CO2 growth is increasing again!
