Except in Kyoto, where due to disrespectful behaviour by tourists it is now against the law to take pictures of geishas in the street without their consent, otherwise one could get fined. However, Kyoto is full of other people in kimonos. :-)
The conflict between right of artistic expression and the right to privacy in public places appears to have been settled on appeal, at least in France, and the right of artisitic expression supersedes the right of an individual to not be photographed:

Thought on gen AI: we now have AI to replace humans by pretending to be them, writing and talking to other humans, then we have AI to 'humanise' the AI output, and finally we have AI to figure out that it was AI all along.
