Not a good look to proceed with new tunnels in #Wellington where BCR (economic Benefit Cost Ratio like Return On Investment) is 0.7 to 1.0, meaning project would cost more than any gains it would deliver!
As a fan of cricket at Basin Reserve I don't want years of construction disruption!
