The only scenario where I can see it mattering is if the optics of the situation swing some votes—people not wanting to impeach but willing to vote for removal given a different rationale. But generally yes, it takes less effort to impeach.

I’ve seen nothing to suggest that they have any control over what happens next other than Trump’s say-so. There aren’t US troops on the ground in Venezuela! They did a special ops raid and kidnapped the President. Trump saying he’s in charge doesn’t mean anything.
