On 29 December 2024, the Minister of Finance wrote to the former Minister for Tourism and Hospitality to outline her plan for allocating IVL revenue from the 2025/26 financial year onwards (letter attached as Annex One). The Minister of Conservation also received similar letter. The Minister of Finance outlined that each financial year from 2025/26 onwards, the following allocations would apply: a. $35 million in discretionary funding for tourism, provided as a fixed annual appropriation b. $55 million in discretionary funding for conservation, provided as a fixed annual appropriation C. $8 million for Ngā Haerenga New Zealand Cycle Trails, provided as a fixed annual appropriation d. the remainder of revenue collected to be allocated to Tourism New Zealand and the the remainder of revenue collected to be allocated to Tourism New Zealand and the Department of Conservation's baseline appropriations to replace existing Crown funding, with variable amounts allocated each year depending on the total IVL revenue collected.
Oh wow, of the expected $229m per annum of IVL revenue, it appears $131m is going to replace reduced crown investment in Tourism NZ and DoC.

Based on the 2nd study, all the JDM manufacturers appear to have taken a similar approach. And the Germans just resisted (or introduced PHEVs that were designed just to meet a tax bracket). GM and Ford just carried on building trucks, with a tiny % as EV (and now cancelled in the case of Ford)
If BYD would do an AWD BEV much like the bZ, I'd be very interested.
Those studies still mostly revolve around the NA market. I think the influence of the NA market, purely due to size, can have an outsized effect on decisions for products available elsewhere. In the same way, has the Chinese market need created the scale that now feeds the BEV export market?
Maybe but, love him or hate him, I think Winston is currently using public anxiety around fuel shortages very well.
WP is not just saying 'we need better resilience', he's actively saying 'this is what I propose to do about it'.

Mazda 6e looks interesting, and is a Chinese vehicle, but I'm not convinced it's the correct vehicle for the NZ market at least.
Nissan just sat on the Leaf technology. Great starter but failed to develop at pace. I think they may have missed the boat.
They're just not telling the story. Winston knows well how to use his platform. He is using the current anxiety about energy shortages to very good advantage.
What I mean is, the influence of the potential of the market. Particularly in trucks, where Toyota continues to lag. This market, large pickups, is basically a NA only market.
I do think Mazda, Nissan, and Mitsubishi are on life support. Their best option, as Mazda are starting to do, is to develop manufacturing relationships with Chinese EV manufacturers. Of the Japanese companies, Toyota is probably the only one with the scale to be able to pivot successfully. Probably.
