I would posit comparing results for local, state and federal elections like this is a pretty loose analysis.
For example District One (Ketchikan) is very pro trump, has had moderate State R's, D's and I's in office for decades and often has moderate to liberal local boards.

While annoying, not new. As a local example, the PFD check (when in paper form) was often used to deliver blatant political messages from whatever Governor was in office. There was usually a "message" from whatever Gov on the other side of the perforation.
