For the first time ever, heat pumps outsold gas boilers in Germany in 2025.

48% of all new heating systems installed last year were heat pumps. Gas fell to just 39%. A decade ago, heat pumps had a 7% market share. The transformation has been remarkable.

Fully agree on looking at broader tariffs. It also prevents distorting incentives for everyone else in the energy system e.g. industry asking for broad discounts/exemptions in grid tarifs, special pricing schemes (which they got in DE), etc. at cost of others.

Not sure if heat pumps would be 'strategic goods'. If yes, many govs. have loan schemes + grants for households, industry, and district heat. If that all falls under the definition of 'public' it could cover a large chunk of the market. (setting aside the q. if that would be desirable)

Taking a closer look at investments in industrial heat pumps, we find that taxes and levy reduction together with carbon pricing can significantly reduce payback periods, especially for very efficient heat pumps. Yet, structural reforms are needed to further reduce electricity prices.
