The 28th Virginia battle flag is a Confederate battle flag that belonged to the 28th Virginia Infantry Regiment. Captured by the 1st Minnesota Infantry Regiment at the Battle of Gettysburg, the flag was brought to Minnesota and exhibited at the state's capitol for several years before passing into the permanent collection of the Minnesota Historical Society after 1896 where it has remained since.

Lots of limits, we only look at 1 year and product design cycles are multi-year with even longer contracts that shape product. There were also a premium stabilization demonstration in 2025 but the big thing in this research funded by PCMA Foundation is insurers will respond to benefit changes

We were surprised at the network and high tier drug results. We saw no change in utilization management nor did we see any significant change in pharmacy network sizes.

I was surprised by this result.

So we look at deductibles, and utilization management and formulary composition and pharmacy network sizes

Deductibles in 2025 were higher than 2021-2024 trend in both #MedicareAdvantage and #StandAlonePlans ⬆️

Premiums were lower ⬇️
Smaller formularies for low tier and protected drugs ⬇️

We know that Cost Sharing is capped at $2000 MOOP for Part D and that the reinsurance for high cost drugs changed dramatically.

This shifts risk around a lot and could plausibly influence benefit design as insurers have to manage new risk and new costs. Either dodge, narrow or run.
