Yes. Directgov and Businesslink bloat, rather than smaller government/devolution/big society. Big Society (from what I recall) was mostly given lip service in Whitehall, and even best efforts struggled to turn the philosophy into tangible, funded policy action.
It might refer to that classic "put on a jumper" example where Directgov was felt to have strayed into unnecessary advice for imagined user needs, and stuff charities and citizens advice covered better. Maybe it was a content design principle from @contentdesign.london ?
