That's not a Bible verse. That's a Quentin Tarantino script.

The "prayer" Hegseth read is Samuel L. Jackson's famous monologue from Pulp Fiction β€” a speech the character Jules Winnfield delivers right before he executes someone. Jules himself admits in the film that he never actually looked it up. He recited it because, and I quote, "I thought it was just a cold-blooded thing to say to a motherf---er before you popped a cap in his ass."
