This marks a shift from tariffs to traceability

Bonded zones are now compliance hubs

→ COFCO & Sinograin are strengthened
→ SME traders squeezed
→ digital enforcement is scaling globally — from port scans to blockchain import logs

🚪 And it’s not just sugar anymore.

Corn, wheat, rice, and cotton now fall under this framework
TRQ rules apply—and enforcement is ramping up

This is Beijing redrawing the market perimeter.

For years, bonded processing zones acted as a pressure valve
• import first, decide later (domestic sale or re-export)
• tariff & quota treatment kicked in after the fact

No longer.

From 10 June, declared use is locked in at entry

Re-export tightly policed. Domestic sales trigger full compliance

📦 Beijing is tightening control over bonded zone grain flows

The new rules slash flexibility, boost traceability, and favour domestic grain

It’s a structural shift, not just a tweak.
Let’s break it down 👇

Not clear how much progress has really been made, but I can imagine something like this might be announced tomorrow:

- continuation of old Phase One purchase commitments
- some lowering of IEEPA tariffs & China's retaliatory tariffs
- something on fentanyl
- other assorted things

But we'll see.

Spent Friday putting the field back in fieldwork. Checked out 大棚 polytunnels & chatted with berry growers. #Liaoning berries are far more lucrative than corn, but rising input & labour costs + mechanisation price barriers are big concerns. Can’t fault the crop tho—plenty of good chat to chew on, too

1/4 Bought flowers for my mother-in-law's birthday today in a Tier 3 Liaoning town. Casual chat with the florist's husband took an unexpected turn...

2/4 "以未来没啥可以乐观" ("There's not much to be optimistic about in the future") - that's what he said, reflecting a sentiment I've heard increasingly in China's smaller cities. These towns, where 70% of the population resides, face growing challenges.

3/4 Think quieter shops, shrinking spending... Renmin University's Liu Shouying argues this stagnation stems from a broken link between urban and rural areas, hindering the flow of people and resources. He suggests reforms to consolidate villages and scale land use mp.weixin.qq.com/s/r96ceGZDeX...

4/4 I'm no 'China collapse' doomsayer, but these challenges are critical with the 2025 consumer spending push and the 15th FYP on the horizon. Can these towns attract investment, retain talent, and thrive? What policies are needed?

Here's the bouquet, btw:

1/5 Happy Burns Night from Liaoning! Did you know Burns inspired Lu Xun and was sung during the Long March?

My dad sent me a podcast about it, and it sparked a rabbit hole of discovery. Burns in China—what a fascinating connection to celebrate tonight!

2/5 Yuan Shuipai’s My Heart’s in the Highlands 《我的心呀在高原》 gave Burns’ poetry a new life in China.

Used as a marching song during the Second Sino-Japanese War, it turned poetry into a symbol of liberty. Reprinted multiple times post-1949, it resonated deeply with Chinese readers.

3/5 As a child, I went to Alloway with my granny, listening to her and my dad recite Tam O’Shanter.

It’s incredible to think how Burns’ voice from 18th-century Ayrshire became a symbol of resilience and hope in modern China.

My profile pic's from 2018 at my wife’s auntie and uncle’s strawberry farm in #Liaoning. After a big lunch, they went back to work, and I helped out. The farm's trusty three-wheeler may have seen better days, but it got the job done! Nothing beats fresh strawberries straight off the plant 🍓
