Honestly, the fear of that happening in BC is what held me back taking the plunge with financing a solar panel install. They can change the rules and suddenly it doesn't make as much financial sense.

In my work with cities around the world, I find that a BIG difference between cities doing remarkable things, and cities that are floundering and failing, is having a culture of energy or a culture of excuse.
Either of those cultures are chosen, and built. Either can be deliberately changed.

The idea of attending the hockey game as a lifestyle product is much more valuable to some people compared to the intrinsic value of the game and even the real culture behind it.
