Political donations from Britons living abroad will be capped — a decision that could cut off Reform UK’s biggest donor.

Steve Reed, the communities secretary, said it would not be “fair” to continue to allow Reform to accept “gamechanging” donations from people based overseas.

Nigel Farage’s party accused Labour of “choking off legal funding for its main rival” after the decision, which limits donations from overseas Britons to £100,000 a year. Donations made with cryptocurrency will also be outlawed.

Both rules will take effect immediately.

Christopher Harborne, a Britishborn tycoon who lives in Thailand, donated £9 million to Reform in December, the largest donation to British politics from a living person. Harborne would be unlikely to qualify for such sizeable donations under the new rules, government sources said.

The restrictions were announced after a review from Philip Rycroft, a former senior civil servant, into foreign interference in British democracy.

Zia Yusuf, Reform’s home affairs spokesman, called Rycroft a “leftist political activist” and vowed to open an investigation into his background if the party wins power.

“This is a dark day for Britain,” Yusuf said. “Reform receives a large, perfectly lawful donation from a British citizen and Labour responds by rushing through a new law to prohibit him from making such a donation again. This is how fast the machinery of government moves when it wants to protect itself … This Starmer regime is authoritarian.”

Reed said that Rycroft was raising a “question of fairness”. He said: “Is it fair that a British national who chooses to live permanently abroad, who chooses to pay their taxes only abroad and not in the UK can make donations so big that they are game-changing for British democracy?”
