The Panel assessed that this transfer: (a) included at least 240 vehicles subject to the arms embargo;54 (b) was part of the procurement scheme described in paragraph 59 above, intended at circumventing the arms embargo; and (c) was implemented through a purpose-built transportation channel under the control of Alushibe. The transfer of the 154 vehicles contained in the end-user certificate and of the additional 86 armoured vehicles did not fall under the exception of paragraph 2 (d) of resolution 2769 (2025), as neither the Border Guards and Critical Facilities Directorate nor Al-Katiba 55 were declared under the control of the Libyan government. It was also not approved in advance under paragraph 2 (e) of resolution 2769 (2025). The transfer of the 240 vehicles to Libya was thus a violation of paragraph 9 of resolution 1970 (2011) (see table 3). The Panel further assessed that, in relation to this transfer, Operation IRINI failed to implement its mandate under paragraph 5 of resolution 2292 (2016), as amended by paragraph 2 of resolution 2733 (2024).
The incident involving the MV Aya 1 was hardly covered in the media, though it was nothing short of scandalous. IRINI is supposed to enforce the arms embargo on Libya, not facilitate its violation. The Panel assesses that, in this case, "Operation IRINI failed to implement its mandate." 2/2

Türk condemns deadly wave of Israeli strikes on Lebanon GENEVA (8 April 2026) – UN Human Rights Chief Volker Türk condemned on Wednesday the massive wave of Israeli strikes across Lebanon, saying reports that hundreds – including civilians – had been killed and injured are appalling. “The scale of the killing and destruction in Lebanon today is nothing short of horrific,” said the High Commissioner. “Such carnage, within hours of agreeing to a ceasefire with Iran, defies belief. It places enormous pressure on a fragile peace, which is so desperately needed by civilians.” Israel said it had carried out some 100 strikes across the country within 10 minutes. The southern suburbs of Beirut, southern Lebanon and the eastern Bekaa Valley were all reportedly struck. Mass casualties have been reported, and hospitals overwhelmed. A UN Human Rights team at the site of one of the strikes in the capital described a scene of devastation, and seeing several dead bodies amid the rubble.
