I am all for a reasonable increase, but 15% plus is ridiculous. If you look at the budget from section A1-32 the majority of departments are asking for double digit increases. This is unsustainable for many people in my Ward which includes seniors. Transit is asking for a 19% increase which is 10 million dollars and last year received 7.7 mil and 25 thousand extra transit hours with many underperforming routes. Transit is subsidized between 28-30%. This service should fall entirely on the shoulders of all citizens of regina when we have empty buses driving around the city. I understand there will be increases but we must be reasonable. The city will not fall apart if we had a mill rate increase of 4-5%. I will also say this. This council and the last one have approved many projects which have put us in this situation. Millions of dollars that we could have paid off debt or not have had to tax citizens. For eg electric buses, wait till the technology gets better, administration has run the numbers and if we continued down this path we would be asking for millions of more dollars. We will have to run diesel heaters in the buses during winter. Geothermal? Another experiment for a small city. There is a lot of hope. Administration ran the numbers, and it will be a break even in 50 yrs. We could have installed natural gas heating for 5 million, but this project will be well over 30 million. We are taking on 13,5 million in debt and if we went natural gas we would have had an extra 8.5 million at minimum. Fluoride is another 2.5 million and 300k plus every year. The city has had 4 referendums, and each time people said NO, but this council voted yes. Well not sure what your viewpoints are on these topics but I do not think we should be experimenting with tax dollars. I believe as councilors we should be providing reliable and practical solutions till others prove these types of projects are economically viable. Especially for a small city with limited resources.
