There are several characters whose primary weapon mode is a gun, even if they have alternate modes. Ruby's primary is a scythe, Blake's primary is a sword. On the other hand, Coco's primary is a minigun and Emerald's is primarily revolvers. So yes, it can be argued that they're gun characters.
