Why are Kuwait, Qatar, and the UAE reacting to strategic shifts in the Middle East in such distinct ways? In our article recently published in The International Spectator, Dr. Ali Bakir and I evaluate the perceptions of Gulf decision-makers to explain their distinct defence diversifications.
