I am not sure what you are talking about.
He is either using it as an example or the issue he is highlighting or he is not.
If he is, he is having a dig at it.
I am sure he doesn't specifically care one way or another about bats. But, that is the point. Nature v "progress".
The point is that he trivializes environmental regulation and uses a single "horseshoe bat" as an example of an environmental consideration that should not have been considered.
It is a dig at regulation, and it specifically singles out the horseshoe bat case, so yes, it is a dig there too.
