Also, the whole idea of the NDIS is that it's a service to the nation. Traditional media coverage and Coalition policy (now that Hollie Hughes has gone) is that it's a burden, and that any misspending invalidates the whole exercise. How to change the underlying attitude of being a burden?

The entire issue with the NDIS is that a generation of Australians (including almost everyone working in the political media) have become indoctrinated to believe the private sector is more efficient than the private sector.
