Does anyone know of a peer review experiment where there is a genuine and meaningful attempt to actually improve the reliability/qualty of peer reviews?

I'm not looking for examples of process improvements only.

Once again finding the Philosophy Journal Information Project really useful in deciding where to publish. (Now expanded for scholars in non-philosophy fields too!)

Good on Sam Andrews for setting up such a great service to the academic community, and APA for funding it.
