I keep seeing people saying that but it’s not true. Sec 1 and 2 are not relevant. Sec 3 references POTUS reporting himself to the Senate. Sec 4 is for his VP and cabinet reporting him, but also provides a way for the POTUS to disagree. No lack of consciousness required to invoke.

Do you think there’s any merit to the part about public benefits being cut? Ex: paying twice as much in marketplace insurance premiums because of subsidy cuts. My guess would be that those changes wouldn’t be big enough to affect aggregate affordability but it is a factor I hadn’t considered.
