Every mine expansion right now — methane terms unwritten — will vent freely until 2040.
The question isn't whether coal is acceptable.
It's: if coal gets a second chance, what are the conditions?

The industry is currently abating 1% of it.
Not because the tech doesn't exist — it does.
Not because it's expensive — it costs $20/tonne.
Because there is no price signal. No enforcement. No incentive.

Every one of these decisions comes with a hidden clause nobody is reading.
