Flavor Text: The Battle Chip shop Higsby's bustles with excited children, their eyes shining as the shop's proprietor gives them the latest news. "Don't miss out, chip traders! This super-rare chip can be yours for a limited time only!" Mr. Higsby (Mega Man Battle Network), a nerdy looking man with shaggy hair showing off a gacha machine, the machine advertising its top reward: a "Ruiner Felicia" (Darkstalkers) battle chip. Higsby is a reoccurring character in the Battle Network series, being in every mainline game sans BN6. His debut in Battle Network 1 was actually as a villain, working for the NetCrime group World Three (WWW), holding Lan’s classroom hostage. After being defeated, he repents, and opens up a Battle Chip shop in ACDC Town, which becomes a staple of the series, appropriately named "Higsby's". Despite the initial bout of villainy, he means well, and is just a battle chip otaku. The device Higsby is leaning on is a Chip Trader, a gacha machine that will give out a random battle chip if you insert one of some of your own. This particular one is giving out a special Navi Chip known as Ruiner Felicia. In context of this card pack, Higsby is setting this up in front of his shop now that Shadaloo is defeated.
