Some positive elements included, such as a the principle of voluntary return. So-called 'return hubs' still in, raising significant legal problems.
Such a policy may not just be grills to the mill of Russian propaganda, but it may also conflict with EU non-discrimination law standards, as I argue in this pre-print (a revised version is forthcoming in the European Yearbook of Constitutional Law).
The @ec.europa.eu just adopted rules banning new multiple-entry visas for Russian nationals. From now on, only single-entry visas will be issued, with rare exceptions. The move aims to tighten security and pressure Moscow over its war in Ukraine but may be legally and politically problematic:
