A graphic with a light beige background and a large white text box centred on the left. At the top, in small uppercase green text, it reads “Our Sunday reading suggestion…”. Below, in larger green text, the title reads: “Human security, patriarchy and its manufactured insecurities: addressing capabilities, inclusivity and intersectionality for gender transformative change.” On the right side, a curved rainbow pattern arcs upward from the bottom corner, adding colour contrast.

A hand holding scissors cuts coloured strings stretched across a world map, symbolising global connections being severed. On the right, text reads: “If a major donor can scale back or reframe its engagement with limited reputational consequence, it lowers the threshold for others to do the same.”

International development (& #DRR) will not simply “go back to normal” after 2028.

This is not just about US politics. It reflects a deeper shift in how development is funded, justified, & prioritised with real implications for inclusion & DRR.

The banning of trans women from the Olympics is one of the most disgusting examples of bigotry I can recall.

There was literally ONE trans woman to compete at the Olympics. She failed to record a lift.

5 years ago the Olympics website lauded her.

Now the IOC regards her as an unperson.

A wide bed of bright yellow daffodils curves across a green lawn beneath several large leafless trees. The sun is low in the background, shining through the branches and creating a warm glow and slight lens flare. Hedges and shrubs line the back of the garden, and the overall scene feels calm and seasonal.

Looking beyond the marginalised groups recognised in most frameworks, this one day conference will focus on communities who are hyper-marginalised & often pushed to the edges of #DRR due to social stigma and/or exclusion.

Global military spending reached $2.7tn in 2024.

Redirecting just 1% to #DRR would release $27 billion a year to reduce disaster risk. That could expand early warning systems, strengthen resilient infrastructure, & embed inclusive systems around the world.

A circular diagram illustrating the interconnections between conflict, disasters and marginalised groups. At the top left, a blue circle labelled “Conflict” lists displacement, inequality and violence. At the top right, a purple circle labelled “Disasters” lists environmental shocks, pandemics and hazards. At the bottom centre, a green circle labelled “Marginalised Groups” lists vulnerability, poverty and discrimination. Arrows flow between conflict and disasters in both directions, with the phrase “Increased Vulnerability” above them. Additional arrows link both conflict and disasters to marginalised groups. The left side notes “Increased Vulnerability” and the right side notes “Limited Access to Resources,” showing a reinforcing cycle between all three.

Conflicts are rising worldwide. #Conflict & disaster risk are closely linked.

Violence disrupts services, weakens governance and deepens inequality, increasing exposure to hazards, especially for marginalised communities.

If we ignore these links, risk grows.

#InclusiveDRR must address both.

A version of the popular “distracted boyfriend” meme set on a city street. In the foreground, slightly out of focus, a woman in a red sleeveless top walks past the camera. Over her chest is bold white text with a black outline reading: “Shiny AI governance framework.”
Behind her, a man in a blue checked shirt is turning his head to look at her with an exaggerated expression of interest. Over his torso is the text: “AI for DRR.”
Next to him, a second woman in a light blue sleeveless top looks at him with shock and disapproval. Over her torso is the text: “Inclusive data foundations.”
The image suggests that those focused on “AI for DRR” are being distracted by new or high-profile governance frameworks, while neglecting the more fundamental issue of inclusive data foundations.

A bold graphic featuring a large red speech bubble outlined in black against a light grey background. Inside the speech bubble, the words “DISASTERS ARE NOT NATURAL” appear in uppercase letters. “DISASTERS ARE” and “NATURAL” are in black, while the word “NOT” is in white, creating strong contrast and emphasis. Beneath the speech bubble, the hashtag “#NoNaturalDisasters” is written in black, with the word “No” highlighted in red. The overall design is simple, high contrast, and visually striking, emphasising the message that disasters are shaped by human decisions and systems rather than being purely natural events.

We all know disasters are not natural. They are shaped by the systems we build.

The same is true for AI in DRR.

If marginalised communities are missing from the data, they are missing from the decision. The harm that follows is designed in, not inevitable.

It’s outside the scope of this report. But I agree. History shows unregulated systems, especially those with heavy environmental impacts, tend to harm marginalised communities most. The climate crisis heightens that risk, and AI may add to it.

I do not have an answer, but it is worth exploring.
