At the top of the box, in small dark green capital letters, the text reads: “Our Sunday reading suggestion…”. Below this, in larger green text, the main title reads: “Queer diffabilities in Uganda: Experiences of intersectional complexity and the urban climate crisis.”

From the bottom right corner of the image, a large rainbow arc rises diagonally upward, showing the colours red, orange, yellow, green, blue, and purple. The rainbow partially sits behind the grey text box, creating a layered effect. The overall design is clean and minimal, using green typography and a pride rainbow motif to highlight the theme of queer identity and intersectionality.

A circular diagram illustrating the interconnections between conflict, disasters and marginalised groups. At the top left, a blue circle labelled “Conflict” lists displacement, inequality and violence. At the top right, a purple circle labelled “Disasters” lists environmental shocks, pandemics and hazards. At the bottom centre, a green circle labelled “Marginalised Groups” lists vulnerability, poverty and discrimination. Arrows flow between conflict and disasters in both directions, with the phrase “Increased Vulnerability” above them. Additional arrows link both conflict and disasters to marginalised groups. The left side notes “Increased Vulnerability” and the right side notes “Limited Access to Resources,” showing a reinforcing cycle between all three.

Conflicts are rising worldwide. #Conflict & disaster risk are closely linked.

Violence disrupts services, weakens governance and deepens inequality, increasing exposure to hazards, especially for marginalised communities.

If we ignore these links, risk grows.

#InclusiveDRR must address both.

A version of the popular “distracted boyfriend” meme set on a city street. In the foreground, slightly out of focus, a woman in a red sleeveless top walks past the camera. Over her chest is bold white text with a black outline reading: “Shiny AI governance framework.”
Behind her, a man in a blue checked shirt is turning his head to look at her with an exaggerated expression of interest. Over his torso is the text: “AI for DRR.”
Next to him, a second woman in a light blue sleeveless top looks at him with shock and disapproval. Over her torso is the text: “Inclusive data foundations.”
The image suggests that those focused on “AI for DRR” are being distracted by new or high-profile governance frameworks, while neglecting the more fundamental issue of inclusive data foundations.

We all know disasters are not natural. They are shaped by the systems we build.

The same is true for AI in DRR.

If marginalised communities are missing from the data, they are missing from the decision. The harm that follows is designed in, not inevitable.

After 15+ years in #DRR, I’m still seeing the same conversations about inclusion and the same reluctance to change the systems behind exclusion.

I’ve shared some reflections on where inclusive DRR may be stalling and why.
