Its more likely that Lilith or Roo conspired to get Vaggi closer to Charlie than it is that she won't like her. Vaggi is the most important character in the show, shes the bridge. She has the most in common with Blitz as a lower heaven/hell born survivor. #hazbinhotel

If Lute didn't abandoned her, no one would have helped Charlie during her greatest low (she think her mother left because of her) and if Adam didnt seek to personally hurt Vaggi he wouldnt have revealed heaven's crimes and so again Vaggi is the piece that changes the world.
