I used to live in rural Oregon, it is not as easy to find ballot dropoff sites as just bicycling over to a nearby Multnomah County Library branch if you live in Portland. But the solution might be to increase rural ballot drop boxes (schools, fire houses) than just counting on the USPS.
I did not know Oregon allowed late ballots to be counted, apparently that's a recent development. I used to hear on the TV news on the Thursday before an election, "It's too late to mail your ballot, take it to a library or the county elections office."
