Most of the groups that endorsed California's #AB2097, which removed virtually all minimum parking regulations near frequent transit, should be willing to support removing minimum parking mandates statewide. Who else would be willing to sign on?

My questions: When lawmakers pass vaguely-worded bills, how often is the ambiguity strategic? How often is it accidental? For example, was California’s #AB2097, which removed most minimum parking mandates near transit, deliberately vague? Or was its ambiguity an oversight?
This question is relevant to @cselmendorf.bsky.social‘s suggestion that California create an official statewide zoning map, presumably created and managed by state employees, that would define exactly how state land use laws ( #AB2097, #SB79, etc.) apply to each parcel in the state.

California should pass a law to clean up #AB2097, which removed most minimum parking mandates near transit. UCLA's Amy Lee, A. Millard-Ball and M. Manville have given us a road map for how to do that. Basically, put the "expansive interpretations" in this table into law.

I like your overall idea. The most feasible pathway forward might be to start by having HCD prepare a map that provides the state's official interpretation of how existing state laws apply to each parcel in California (e.g., #AB2097 relief from minimum parking mandates applies to these parcels).
