During the debate, O'Donnell railed against the legal uncertainty facing the scheme and spoke of the economic and environmental benefits of the plans for what opponents have described as an "industrial-scale tennis complex". He received an £86,000 payout as a member of the former golf club for agreeing to the sale of the disputed land at Wimbledon Park.
Despite O'Donnell's passionate advocacy of his amendment, many peers across the benches were fiercely against, arguing that it would erode protection for public green spaces and make it harder for communities to mount legal challenges. Perhaps Tory hereditary peer Lord Lucas summed up best when he called the amendment "an undesirable bit of retrospective legislation designed to enable the All England Lawn Tennis Club not to have to negotiate fairly with the people it is disadvantaging as a result of its plans". The amendment was rejected.
