IANAL, but Presidents cannot COMPEL Congress to write a law criminalizing something just because the POTUS wants it to happen.

Trump CANNOT stop the midterms, because ALL elections take place in & are regulated and managed by the various States.
Even those for president, outside of the day it takes place, the day the EC votes are certified, and the day they are counted in Congress. #ArtII
