That depends on many things, such as story arcs, concept, author’s fanbase and genre. And timing.
The popular advice is: pitch as a standalone with “series potential.”
I’m different. I’d rather publish a full trilogy all released on same date. Sells more that way.

Several states have made it easy for conservatives to sue schools and libraries over books they find objectionable. This causes schools & libraries to be less inclined to order new titles and stick with the timeless titles already on shelves. Publishers see the reduced demand.

The use of border or bonded warehouses no longer offer a cost savings, and ships aren’t coming to US shores very much.

To keep carriage costs low, you need to warehouse the books for a time. To avoid tariffs while warehousing, I’d use a bonded warehouse or a Mexican or Canadian warehouse. Then sell the books in small lots to take de minimis exemption. Trump just killed that.

Let your estate worry about it. Keep putting it out, but don’t let the quest to find it a publisher keep you from writing the next book. Sometimes, a first book gets more valuable when a publisher picks up the next book and asks, “what else you got.” It will have its day.
