“The Committee would like to be clear on whether changes in deployment represent an increase in neighbourhood policing capacity from a reallocation of resources already working in the neighbourhood or from elsewhere in the MPS.

"We therefore request greater clarity on the baseline position, and on how changes in deployment are defined and measured.

"This would strengthen transparency and enable more effective scrutiny of progress on neighbourhood policing.”

“The Committee welcomes the long-term ambitions for affordable housing delivery but note that there is currently little clarity on the profile of delivery targets across the 2026–2036 period.

In particular, we consider it essential to understand how many homes are expected to start and complete by key milestones within the programmes. This is critical for tracking progress, identifying risks early, and holding delivery partners to account.

Experience from the AHP 2021– 26 shows that delivery is heavily back-ended. By March 2025, 5,188 homes had been started under the programme, representing 29 per cent of the lower revised target, leaving between 12,612 and 13,812 homes to be started in the final year to meet the target.”

“During the 16 December 2025 Budget and Performance Committee meeting, the TfL Commissioner confirmed that the cost of this proposed fares freeze was not yet known. 

Your fares announcement did state that the bus and tram fares freeze would be funded by City Hall and the TfL Commissioner confirmed that “I am expecting TfL to be made good for the amount for the freeze up until July.” 

The Committee is concerned that it appears that a commitment to a fares freeze has been made before the full cost of the freeze has been established or any funding source has been identified.”

The annual MOPAC budget has consistently included unfunded expenditure in its future years plans and this is also now apparent in the London Fire Commissioner’s plans.

The Committee is particularly concerned that unfunded plans could result in an annual ‘Tough Choices’ process where existing functions will need to be stopped.
