perhaps, but a) we must consider what are maximalist, malevolent, unexpected, #BadFaith, ignorant, etc plausible construals of a policy—eg to take 'and' there as 'or'; b) do we want all to be afraid to speak at rallies for fear of losing reporting access or validation as 'journalist' or "news org"?
