The back door sensors are overly sensitive, and when the bus is packed, the doors insist on refusing to close, preventing the bus driver from moving the bus.
That's not on DOT to fix, to be honest.

One NYC bus nuance I'll add:
Most depots don't have room for more buses
meaning depots will have to be expanded, or new ones will have to be built.
That's also gonna cost money, in addition to increasing the fleet, maintaining it, and hiring (and training) more bus drivers.
