R1 Trillion moved among BEE elites – academic William Gumede of the Wits School of Governance has said black economic empowerment (BEE) has led to increased poverty, unemployment and inequality in South Africa. He says BEE across Africa failed terribly because it focused on benefiting a small group of connected individuals rather than a large group of people. Gumede states that the government had asked him to conduct an assessment of BEE in South Africa. He says it was very clear that BEE only benefits a tiny group of politically connected people linked to the African National Congress and trade unions. In countries where empowerment is effective and has reached its goal, it has been implemented to reach the widest possible group of people. However, in South Africa, BEE only benefits a very small group of connected people. Gumede says he had calculated the amount of money which has been moved through empowerment in South Africa. “Conservatively, R1 trillion has been moved between under 100 people since 1994. The same people have been empowered and re-empowered over and over,” he says. “South Africa’s BEE model has created a model of corruption because people set up companies just to get a contract.” He adds that genuine South African entrepreneurs who are not politically connected do not benefit from BEE funding. Gumede says that R1 trillion could have been spent more effectively on things other than enriching a small group of connected individuals. He says companies could have spent the money on housing for black South Africans or sponsoring schools in Soweto. “This would have delivered a much wider impact,” he says. He uses the examples of automotive manufacturers Tata Motors and Mitsubishi in India and Japan, respectively, claiming that their educational empowerment projects were highly successful. He also suggests that Starlink’s entry to South Africa could enable the sponsorship of science and mathematics programmes in underprivileged schools, ensuring that children are empowered and better equipped for further education or entering the workforce. “We want to create millions of black South Africans who have R500 000 each, not a small group of billionaires,” he says. ACCOUNTABILITY FOR FAILURES The Institute of Race Relations (IRR) says parliament must answer for its failure to oversee BEE policies that obstruct investment and job creation. IRR head of strategic communications Hermann Pretorius says that, despite South Africa’s severe unemployment crisis, the government persists with BEE. Like Gumede, Pretorius describes BEE as an elitist policy that benefits the connected few while keeping millions in poverty. The IRR has sent formal letters to 64 members of parliament on key economic committees, urging them to demand answers on how many jobs, investments and businesses had been lost due to BEE. “A recent example is Starlink, which was blocked from entering the market, sacrificing economic opportunities to protect BEE elites,” Pretorius claims. He argues that many businesses have been discouraged from investing in South Africa due to racial quotas and empowerment requirements. “Parliament cannot ignore policies that deepen poverty and economic exclusion,” Pretorius says in a press statement. The IRR has also written to ministries involved in BEE enforcement, including those overseeing employment and labour, small business development, trade and industry, and international relations. “Support economic inclusion and job creation, or enable a system that serves only the cadre elite while millions suffer. The Cost of Political Egos Frustration over tourist entries into Namibia and black economic empowerment (BEE) rules on Starlink’s desire to operate in Namibia highlight concerns that government regulations stifle customer service and private enterprise. This month, the Hospitality Association of Namibia said room occupancy had declined by more than 4% in the first quarter of 2025 compared to the previous year. Although not stating it directly, complaints about a change in the visa regime appear to be a major factor. A Facebook page, Spotlight Namibia (that includes reports on tourism activities), has in recent weeks drawn attention to visa-related frustrations experienced by tourists entering the country. “Three and a half hours to enter the country, and that’s with an e-visa – what on earth was that?” a tourist commented on the page. This was avoidable, considering Namibia had more than a year to set up its new visa regime and provide clear information to tourists and tour companies. While the government insists the visa change was necessary to push for fairness in international relations, frustrating tourists does not seem to solve politicians’ demands to enter other countries visa free. Tourism contributed 6.9% to Namibia’s gross domestic product in 2022, equating to N$14.3 billion. Tourism establishments employ around 57 500 people, and represent almost 8% of total jobs. The chaos affecting the tourism sector proves once again that frequent-flier politicians make decisions based on their egos rather than the best interests of the voting masses. The same anti-private sector approach appears to be the main reason Starlink’s application to operate an internet service in Namibia is languishing in limbo. If self-serving BEE policies are the obstacle, then the regulations no longer serve the broader customer, Namibian consumers. Starlink opponents in South Africa and in countries fighting against United States (US) hegemony at least point to geopolitical alignments, wrongly or rightly so. But to merely keep satellite internet services at bay for dubious black empowerment reasons is a disservice to customers, especially in rural areas. This is by no means an endorsement of Starlink owner, billionaire Elon Musk, who has made no effort to hide his racist outlook on life. Rather, it is about the Namibian government’s processes. Musk’s Starlink submitted its application to operate in June 2024 and has requested exemption from the regulation which caps foreign telecom ownership at 49%. The minister of information and communication technology has the power to grant a company the right to operate in Namibia without local partners. Yet this matter has dragged on without so much as clarity as to what the decision will be. Indecisiveness won’t propel us forward. Namibian consumers should not be deprived of an alternative service because of flimsy BEE requirements. In the overall scheme of things, what value would a Namibian shareholder (51%) actually add to Starlink and what will the country gain other than the usual instances of cronyism? Government leaders keep claiming that private sector investment is needed to develop Namibia. Yet, its actions often undermine its stated intent. A decade ago, Jenik Radon, an adjunct professor at Columbia University in the US, wrote an article titled ‘Namibia as the Singapore of southern Africa’. In his analysis, Radon outlined key focus areas that Namibia should focus on transforming itself into ‘a Singapore’, a nation that became an economic powerhouse in Asia within 45 years. “Change never happens overnight, but with clarity of vision and commitment to its implementation, Namibia is poised to become one of the most dynamic economies in Africa and the world,” he wrote at the time. ‘I was reckless’: Conradie regrets 2012 meeting that sparked Anti-Corruption Act trial Veteran lawyer Dirk Conradie has come to regret the meeting that led to his arrest in June 2012 and subsequent prosecution on charges under the Anti-Corruption Act. “I would say, in hindsight I should not have had that meeting,” Conradie said while testifying in his trial in the Windhoek High Court last week. However, his aim with the meeting he had with his co-accused in the trial before judge Thomas Masuku, Sara Damases, and two directors of the advertising company DV8 Saatchi & Saatchi was to advance black economic empowerment, he said. The purpose of the meeting was not to assist the advertising company, which was a shortlisted bidder in an advertising tender of cellphone company Mobile Telecommunications Limited (MTC), but to hear from the two directors what difficulties they had with black economic empowerment (BEE), he said. Conradie (66) gave this evidence while testifying in his own defence in a trial that started before Masuku in March 2016, when he and Damases both denied guilt on all of the charges on which they are being prosecuted. Conradie was the chairperson of MTC’s board of directors when the meeting between him, Damases and DV8 Saatchi & Saatchi directors Mark Bongers and Kim Field took place at his law firm’s offices in June 2012. The meeting took place a week before the MTC board was to discuss an advertising tender worth N$60 million, in which DV8 Saatchi & Saatchi was one of the shortlisted bidders. The state is alleging that during the meeting with Damases, Bongers and Field, Conradie offered to use his influence as MTC board chairperson to have the advertising tender awarded to DV8 Saatchi & Saatchi, if the company’s directors agreed to take Damases on board as a BEE partner. Conradie and Damases are jointly charged with one count of corruptly soliciting gratification as a reward for using influence in procuring a contract, and a charge of attempting or conspiring to contravene sections of the Anti-Corruption Act. Conradie alone is also charged with corruptly using his former position as MTC’s board of directors to obtain gratification for himself or another person. In his testimony, Conradie at first said the meeting took place after he had received a phone call from Damases, who told him Bongers wanted a meeting with him to discuss his company’s BEE credentials. However, when reminded of the instructions that his defence counsel, senior counsel Vas Soni, previously put to state witnesses, Conradie changed his version and agreed that he sent Damases to Bongers to ask him for a meeting. Conradie denied that he shared information from material provided to him in preparation for the MTC board meeting with Damases. He also denied that he conspired with her in an attempt to get a stake in DV8 for her. He sent Damases to talk to Bongers about the possibility of her getting a job with the advertising company, Conradie said. He denied that during the meeting with Bongers and Field he suggested to them that they should take Damases on as a BEE partner in their company, which he said had no BEE credentials. Conradie further denied he made an offer that if DV8 Saatchi & Saatchi managed to meet BEE requirements the MTC advertising tender would be awarded to it. He did, however, suggest to Bongers and Field that Damases might be able to help them address the lack of BEE in their company, Conradie said. With the benefit of hindsight, though, he should not have had the meeting with Bongers and Field while the MTC board still had to make a decision on the advertising tender, he said as well. “I think I was reckless by going into that meeting,” he said.
