Emergency managers in the United States are overwhelmingly white and male. Overlooking these groups means we have no one at the table to help us understand how to better plan for and address the needs of these groups. That's not only shameful -- it's dangerous.

Why does it matter that #CPG101 omits these communities from inclusive #EmergencyPlanning efforts? Members of the disability community say it best: “Nothing about me without me.” In removing this language, #FEMA gives cover to #EM s to exclude these groups as active participants in our efforts.

#PeopleWithDisabilities are also on the “out" list. #CPG101 v 3 recommended including orgs representing people with disabilities & other underserved communities on #CorePlanningTeams. Version 3.1 eliminates this recommendation.

To that end, #CPG101 v.3 provided: “Determining the composition of the population is a key part of the planning process... This knowledge...informs community approaches to advancing equity for all, including people of color and others who have been historically underserved . . .”

The 2010 #CPG101 defined whole community to include people with access and functional needs, children, and people with household pets and service animals; immigrant and limited English proficiency constituencies; business leaders; civic and voluntary organizations; and the private sector.

Since its first incarnation in 2010, #CPG101 has championed developing plans that incorporate input from, and attempt to meet the needs of, the “ #WholeCommunity.” Its premise was that “[p]lanning that includes the whole community builds a resilient community.”

#CPG101 has long provided guidance to #SLTT #EmergencyPlanners in how to develop, organize, & implement emergency operations plans. Planners aren't required to follow CPG 101. But it has served as a fundamental source in doing comprehensive, inclusive emergency planning.
