O'Toole: There needs to be a streamlined process for storage less than 15,000 AF. Let's construct storage high in the mountains so the conserved water doesn't evaporate from #LakeMead. I create habitat with flood irrigation. For me the ducks, etc. are just as important as my crop. #cwcsc2025
Ray: In many areas #groundwater is the only supply. One thing we learned from the lower #ArkansasRiver is quota trading. If a producer does not have enough water to produce a crop we arrange for fallowing and then trade the water for a vegetable crop or a dairy, for example. #cwcsc2025
