PJM Faces Resource Adequacy Headwinds, Leaders Discuss Challenges at FERC Conference
Regional transmission operator PJM is grappling with escalating resource adequacy concerns, a topic central to discussions at a recent Federal Energy Regulatory Commission (FERC) conference held June 5-6, 2025. PJM CEO Manu Asthana and Vice President of Market Design & Economics Adam Keech participated in a panel alongside other grid operator CEOs to address the evolving landscape. A rapidly expanding electricity load, coupled with the premature retirement of existing generation resources, is creating significant supply challenges. These issues are further compounded by ongoing supply chain disruptions impacting the construction of replacement generation facilities and persistent difficulties in securing suitable locations for new power plants. As a result, PJM anticipates high capacity market auction prices in the coming years, potentially impacting consumers and creating uncertainty for investors.
To navigate this period, PJM is actively exploring solutions, including expanding demand response programs – incentivizing customers to reduce electricity usage during peak demand or emergency situations. Manu Asthana emphasized the growing difficulty of balancing consumer affordability with the financial viability of electricity suppliers, advocating for creative solutions and increased flexibility in energy usage as a bridge to long-term solutions.
Adam Keech acknowledged the effectiveness of the current capacity market framework while stressing the need for substantial investment to accommodate anticipated load growth. He suggested that price increases may be necessary to incentivize new entry into the market and expressed openness to exploring modified pricing rules that offer greater stability for both consumers and suppliers, through stakeholder collaboration.
