Green amendment Amendment by the Green Group Transport and Environment Committee 30 January 2025 Item 8.2 – Powers to reduce car use Delete recommendations and insert: “Committee: 1) Notes the council does not currently have the powers to introduce road user charging or commuter charging under the Transport (Scotland) Act 2001, and that the planned regulatory review may delay these powers by several years; 2) Notes the council has declared a climate emergency, and that urgent action is required to tackle that emergency further notes the council has a target to reduce car km by 30% by 2030, and when last reported to committee in November 2024 this was not on track to be delivered; 3) Notes the council does currently have the powers to introduce a workplace parking levy (WPL), that considerable preparatory work on this has already carried out and that it could have a significant impact on discouraging unsustainable travel, raising funds for sustainable travel and meeting our climate and car km targets; 4) Therefore, in light of the information in this report, agrees to revisit proposals for a workplace parking levy, and to call an urgent cross-party meeting with trade unions and other relevant stakeholders with the intention of designing a workplace parking levy for Edinburgh which helps the city achieve our climate and car kilometre reduction targets without unfairly penalising workers, and which contributes to a just transition for Edinburgh, and to refer this decision to the council’s budget setting process to allow sufficient funds for the development of the WPL proposal to be progressed.
